Exchanging a UK driving licence in Spain

Since 16 March 2023 the UK-Spain bilateral agreement is back in force. British citizens resident in Spain can swap a DVLA/DVA photocard licence for a Spanish one with no theory or practical test. Here is the 2026 process, step by step.

Status (May 2026): Exchange is fully operational at all Jefaturas Provinciales de Tráfico across Spain. Wait times for cita previa vary by city - Madrid and Barcelona can be 4-8 weeks; smaller offices often have appointments within days.

Who is eligible

You can exchange your UK licence without taking any test if all of the following are true:

  • You are a legal resident of Spain (TIE issued, or empadronado as an EU/EEA family member).
  • Your UK photocard licence is currently valid (not expired).
  • You are within six months of registering residency, OR your residency was registered after 16 March 2023 (the agreement is open-ended for new residents).
  • You are physically fit to drive - assessed by the psicotécnico.

Special situations

Lapsed six-month window before 16 March 2023

If your six-month window expired during the period between Brexit (Jan 2021) and the bilateral agreement returning (March 2023), you may still be eligible under the bilateral agreement now - but you must have been a continuous Spanish resident. Confirm with your local Jefatura.

Heavy-vehicle or professional categories (C, D, CAP)

The bilateral agreement covers Category A and Category B exchanges fully. For C, D and CAP categories, additional documentation (medical and aptitude tests) is usually required. Ask your local DGT office before booking.

The process - step by step

    Get a psicotécnico (medical/aptitude certificate)

    Walk into any "centro de reconocimiento de conductores" - no appointment usually needed. Takes 20-30 minutes (vision test, reaction-time test, brief medical). Cost: €30-€50. They issue the certificate digitally to DGT immediately.

    Pay the DGT fee (Tasa 2.3)

    €28.87 in 2026. Easiest: pay online with card via sede.dgt.gob.es, search "Tasa 2.3 canje". Print the receipt - you will need it at your appointment.

    Book a cita previa

    Online at sedeclave.dgt.gob.es. Choose "Trámites de conductores" -> "Canje de permiso de conducción de país con convenio". Pick your Jefatura. Madrid/Barcelona/Málaga: book several weeks ahead.

    Attend your appointment

    Bring all documents (see list below). The appointment itself takes 15-30 minutes. You surrender your UK licence and receive a temporary paper Spanish permit on the spot.

    Wait for the physical licence

    Posted to your address typically 4-8 weeks later. Drive on the temporary permit in the meantime - it is fully valid in Spain (and across the EU/EEA via the international driving framework, with limitations on validity in the UK itself).

Can I still exchange my UK driving licence in Spain after Brexit?

Yes. The UK-Spain bilateral driving-licence exchange agreement entered into force on 16 March 2023. UK photocard licences issued by the DVLA (or DVA in Northern Ireland) can be exchanged for a Spanish one without sitting any theory or practical test, regardless of when you became a Spanish resident.

I was a resident before Brexit (Withdrawal Agreement beneficiary). Are the rules different for me?

The Withdrawal-Agreement exchange windows have largely closed. From 16 March 2023, all UK licence holders - both Withdrawal-Agreement beneficiaries and post-Brexit arrivals - use the same bilateral exchange process. The practical effect is identical: hand in your UK licence, get a Spanish one. Verify your specific case on the British Embassy in Madrid's website.

How long do I have to exchange?

You have six months from the date you register as a resident (TIE issuance date or empadronamiento, depending on category) to start driving on a Spanish licence. After six months, your UK licence is no longer valid for driving in Spain - you must have either exchanged it or, if you let the window lapse, taken the full DGT exams.

What if I missed the six-month window?

If more than six months have passed since you became a resident and you have not exchanged, you are no longer eligible for the no-test exchange route. You will need to take the full DGT theory exam (available in English) and the practical driving test. Many people in this situation use a driving school for the practical because the test car must be dual-control.

How much does it cost?

Around €60-€80 total: DGT administrative fee €28.87 (2026), medical/psychophysical certificate (psicotécnico) €30-€50 at an authorised centre, plus passport photos. No driving-school fee is required since no test is involved.

Do I have to surrender my UK licence?

Yes. You hand the original UK photocard licence to the DGT at your exchange appointment - they keep it and return it to the DVLA via diplomatic channels. Take a colour photocopy for your records. If you have a paper counterpart (older licences), bring that too.

I have a Northern Ireland licence. Does the same process apply?

Yes. The UK-Spain agreement covers licences issued by both the DVLA (Great Britain) and the DVA (Northern Ireland). No separate process.

Can I drive on a UK licence while my exchange is being processed?

Yes. At your DGT appointment they issue a temporary paper permit (autorización provisional) valid for around 3 months. You drive on this until the physical Spanish licence arrives by post, typically 4-8 weeks later.
