For safety, at what tread depth is it recommended to replace tyres, especially in wet conditions?

Why this is the correct answer
Although the legal minimum is 1.6 mm, for safety it is recommended to replace tyres when the tread falls below 3 mm, since at lower depths they expel water less effectively and the risk in the wet increases.
