Why this is the correct answer
Since 1 October 2026 (RD 518/2026), Article 119.2 of the General Traffic Regulations exempts only drivers and passengers of vehicles on emergency service from wearing a seat belt in built-up areas, and never on motorways, dual carriageways or conventional roads. Delivery drivers, driving instructors and taxi drivers are no longer exempt.
