How the speed-camera margin works
You are not fined the moment you go 1 km/h over. Spanish speed cameras apply a tolerance before recording an offence: roughly 7 km/h on roads up to 100 km/h and about 7% above 100 km/h for fixed cameras. The fine is based on the corrected speed after the margin, not your raw reading.
When speeding becomes a crime
Exceeding the limit by more than 60 km/h in town or 80 km/h on interurban roads is no longer just an administrative fine. It is a criminal offence under Article 379 of the Spanish Penal Code, punishable by prison (3 to 6 months), a day-fine or community service, plus a driving ban.
The 50% early-payment discount
For most administrative speeding fines you get a 50% discount if you pay within 20 calendar days of notification. Paying the reduced amount means you accept the penalty and give up the right to appeal.
